V11. May I add a personal word of sympathy in your ill- ness and in your long fight to secure money for education, our knowledge of these things makes it hard for us to refuse once more a proposal you have made. But we can take no other course on a matter so vital to education in this Colony.
I am sending copies of this correspondence to the Rev. H.M. Grace the Church representative on the Advisory Council in London, but not to Mr. Cox. We shall however have to refer to Mr. Cox if you cannot accept the proposal in this letter, as fulfilling the agreement in London - namely to preserve the freedom of managers without changing the structure of the Code.
